Meet Nancy Gower: Township Treasurer

Years ago, if you asked Nancy Gower, of Northeast Philadelphia, what she wanted to be when she grew up, it is doubtful that she would have answered "I want to be a CMFO in Southampton Township, New Jersey". But that is exactly what she is today - a Certified Municipal Finance Officer, better known as Township Treasurer. Nancy received her CMFO certificate from Rutgers University in 1984.

How did a girl from Northeast Philadelphia end up in rural Southampton Township? Well, she moved here in 1976 after marrying her husband Ken, a Southampton resident. Two years later, as a "stay-at-home-mom" living on Eayrestown Road next to the late Bill Conner, then Deputy Mayor, she was asked by Bill if she would be interested in a part-time bookkeeping job as Treasurer for the Township. She gladly accepted and worked out of her home until her two children were in elementary school full-time. Eventually the job grew into a full-time position. Currently, her office is tucked between the Tax Collector and Assessor in the Municipal Building. Nancy's duties as CMFO include the monthly reconciliation of all the various bank accounts maintained by the Township, biweekly payroll, and deposit and investment of all funds paid by taxpayers and mortgage companies. Nancy is also responsible for accounts receivable and payable, along with escrow accounting for the Planning and Zoning Board applications.

Personnel duties include pension reports and new employee orientation materials. The township has funds invested in various local banking institutions. However, the main depository of township funds is Sterling Bank in the Village of Vincentown.

If you visit the Township Municipal Building, chances are you probably won't bump into Nancy. She doesn't have that much direct contact with the public. However, her work directly impacts just about everyone in the township. Nevertheless, because our township is still small enough, Nancy also fills in for the Registrar of Vital Statistics as Deputy in her absence. In this role, she does get to meet the residents. She enjoys taking the marriage license applications and hearing the various stories and plans of the future newlyweds.

Nancy is about to embark on the most hectic, but favorite time of the year for her -- namely, the preparation of the annual township budget. Starting with a meeting with the Township Administrator, Jack Lipsett and the various township department heads, and then a meeting with Committeeman Robert Moore, who is the liaison between the Township Committee and the CMFO, Nancy prepares the annual budget for review by the Township Committee, and eventual adoption in March. We have provided a timeline of the budget preparation process to the right of this article.

Nancy lives on Eayrestown Road with her husband Ken, their son Tim, who is 22 and their daughter Lindsay, who is 19. The next time you pay your taxes, rest assured that they will be processed by our very own CMFO, and that there is a true professional with a 23-year history of service to Southampton Township in this very sensitive and responsible position overseeing the finances of the township.

SOUTHAMPTON TOWNSHIP BUDGET PREPARTION TIMELINE

Our Township Treasurer, Nancy Gower, is responsible for coordinating the budget preparation process. Here is the timeline she will follow in fulfilling this responsibility. It should be noted that the dates are tentative and may be changed slightly depending on the nature of the workload and the schedules of participants.
